A Question ? What's the answer ?

Referee takes a
spare whistle out onto the field of
play with him. At some stage in the
game, he drops it and is picked up by a Red team
player. Later in the game, Blue team is
attacking, and has an obvious goalscoring chance. The
Red team player blows the whistle and the Blue team
stop, the ball rolling into the possession of the Red
team goalkeeper.
What are the next steps the referee takes, assuming he knows who blew the whistle?

February Meeting Review
16/02/08 08:55
Just 13 members at last
night's meeting. We sat in a semi circle and analysed
several incidents from games played in both the
Premier League and the Championship since our last
meeting as put together by Jack. These included clips
from Blackburn v Everton and Manchester City v West
Ham involving difficult offside interpretations.
Members went away with a clearer idea as to what
areas should be penalised and what should not when it
came to 'being in an offside
position'. Members were reminded to always
remember that .. it is not the player's position
that is the offence, but the actual involvement in
either making contact with the ball or CLEARLY
blocking the view of the flight of the ball from
the goalkeeper. Simple! So why complicate
it?
