Correct Guidance For Penalty Kicks

Jack and Joe took the October RA meeting through the
different scenarios after a penalty kick is taken.
This was in relation to the error made by the match
referee on the FA Vase game following encroachment -
See Below.
From the laws of the game the following applies.
LAW 14 - THE PENALTY KICK
If the referee gives the signal for a penalty kick to be taken and,
before the ball is in play, one of the following occurs:
the player taking the penalty kick infringes the Laws of the Game:
• the referee allows the kick to be taken
• if the ball enters the goal, the kick is retaken
• if the ball does not enter the goal, the referee stops play and the
match is restarted with an indirect free kick to the defending team,
from the place where the infringement occurred
the goalkeeper infringes the Laws of the Game:
• the referee allows the kick to be taken
• if the ball enters the goal, a goal is awarded
• if the ball does not enter the goal, the kick is retaken
a team-mate of the player taking the kick infringes the Laws of the Game:
• the referee allows the kick to be taken
• if the ball enters the goal, the kick is retaken
• if the ball does not enter the goal, the referee stops play and the
match is restarted with an indirect free kick to the defending team,
from the place where the infringement occurred
a team-mate of the goalkeeper infringes the Laws of the Game:
• the referee allows the kick to be taken
• if the ball enters the goal, a goal is awarded
• if the ball does not enter the goal, the kick is retaken
a player of both the defending team and the attacking team infringe
the Laws of the Game:
• the kick is retaken
If, after the penalty kick has been taken:
the kicker touches the ball again (except with his hands) before it has
touched another player:
• an indirect free kick is awarded to the opposing team, the kick to
be taken from the place where the infringement occurred (see Law
13 – Position of Free Kick)

Match Made Null & Void After Refereeing Error

TUESDAY night's FA Vase First Round replay between Cullompton Rangers and Willand Rovers has been cancelled after the FA declared the result of the original tie null and void.
The game finished 0-0 after extra-time but the FA have ordered the fixture to be replayed following a horrendous mistake by the referee.
With five minutes of extra-time to go the official awarded a penalty to Cullompton. The subsequent spot-kick was converted by Mark Simic but the referee disallowed the goal, instead giving a goal kick to Willand because a Rangers player had encroached into the box.
The official maintained he had made the correct decision but the FA have since ruled that the penalty should have been retaken and therefore the replay could not legitimately take place.

Reminder for All Officials Regarding Personal Hearings

The Wirral RA wishes to remind all officials that
when requested to attend Personal Hearings following
the submission of Misconduct Reports you should
‘Close’ the date with your relevant leagues.
This hearing will take precedent over all over appointments.
Also, it has been noted that officials are just not turning up to these hearings. Cheshire FA are now charging officials for doing this and it would be obvious that future appointments to FA and County FA games would be affected.
